課程概述 Course Description

過去鄉村地區,受限於非都市土地多採現況編定,並未進行較整體的土地使用規劃,導致鄉村地區常有公共設施不足、環境窳陋、居住生活品質不佳等課題。更有甚者,大型建設的個案開發,破鄉既有鄉村風貌地景,亦造成環境容受力負擔。為改善鄉村地區公共設施、居住、產業等發展問題,內政部營建署「全國國土計畫」,將「鄉村地區整體規劃」作為國土空間發展之重要策略,期望透過透過協作試規劃的方式,整合鄉村資源,共議鄉村願景。 本課程以實作為主,輔以講授與討論,以小組工作坊的形式,指導並培養同學參與鄉村地區整體規劃之能力。本課程為目的設定在對鄉村地區協作式規劃的整體理解。學習與演練重點包括:1. 鄉村地區整體規劃介紹;2.協作式規劃策略研擬技巧;3. 鄉村地區空間之快速分析、設計;4. 概念發想、設計方案Workshop;5. 圖面表現法。
In the past, rural areas were restricted by the current non-urban land use control, which ignored the overall development. As a result, rural areas often suffered from inadequate public facilities, poor environment, and low living quality. Go further, the large-scale development cases have broken the rural landscape and also caused a burden on the environment. To improve the development of public facilities, residences, and industries in rural areas, the Construction and Planning Agency regards “rural planning” as an essential strategy for land use development. Through collaborative planning, Local government can integrate ministry resources and achieve the rural vision. The course will be taught through lectures, discussions, and various mini-workshops with a small-group base. The aim is to instruct students to participate in rural planning. The teaching and practices will have specific focus on: 1. Introduction of rural planning. 2. How to integrate Collaborative Planning into design 3. Rapid analysis and design of urban spaces. 4. Workshops on formulating design concepts and master plan. 5. Design presentation.

    6鄉村地區整體規劃之法律定位、規劃範疇、案例地區現地調查與訪談結論彙整、數據分析與需求核實、釐清課題與研擬對策。
    7初擬全鄉空間發展結構,分析具代表性或特殊性的地區發展模式。
    8國土功能分區分類比對、另訂(地區性)使用管制規則或擬定使用許可指導原則。
