課程概述 Course Description

航空之本質,首在於彌補陸運與海運運送能力之不足,特別是在速度方面,當然還包括本質上為陸運與海運所不可能達到之星際運送,例如:人造衛星或中繼衛星之部建、太空望遠鏡之置放、星球之探測、太空旅行與星際客貨之載運等。「安全」不僅是唯一回家的路,也是航空科技在經濟與效能方面的先決要件。 本專題研究課程,將從科技之自然法則、物理法則與時空法則等,探討與大氣層內之各種航空與星際航空科技有關的安全議題與法制,希望藉此培養學生成為具有科際整合與前瞻視野能力之當代法學者。
The essence of aviation is to fulfill the shortage or gaps of land transportation and navigation capacity, especially in terms of speed. Of course, it also includes interplanetary transportation that is essentially impossible for land transportation and navigation, such as the construction of satellites or satellites. The placement of space telescopes, the detection of the planet, space travel and the carriage of interstellar passengers and cargo. "Safety" is not only the only path to go home, but also a prerequisite for aviation technology in terms of economy and efficiency. This seminar will try to explore the safety issues and legal systems related to various aviation and interplanetary aviation technologies in the atmosphere from the natural laws of science, the laws of physics and the laws of time and space. It is hoped that the students will become jurist with an interdisciplinary integration and far vision ability, e.g. a contemporary jurist full of competence.

    1以Concorde失事事件為例,簡介空運之範圍及型態與飛航安全各項條件之重要性,衍伸至飛航安全法制;期末報告分組。
    2藉由影片介紹航空器飛航設備(包括航空器本身、同航空器所使用之飛場、導航設備、維修制與設施等)
    3航空器建造結構與抗壓構造安全法制
    4航空器防火構造法制
    5飛航通訊設備與通訊安全法制
    6機場之設計規劃與施工
    7機場內部與周圍環境安全法制
    8飛航犯罪與違規─劫機與防制及制裁法制—機上鬧事(酗酒、鬥毆等)處理法制
    9飛航交通秩序法制(從停機、等候起飛、飛航路徑、方向與安全空域距之維持等)
    10飛航氣象與通訊法制
    11飛航跑道淨空法制
    12飛機金屬疲勞檢驗與定期保養法制
