課程概述 Course Description

經濟發展的最終目的是促進人們的福祉 (well being),於 1992 年 的地球高峰會(Earth Summit),聯合國永續發展委員會(UNCSD) 明確 揭示了「公平性」、「持續性」及「共同性」三者並重的永續發展宗旨; 至 2015 年 9 月更宣布於 2030 年前要達到 17 個涵蓋了環境、經濟、 社會、政治等面向之永續發展目標。 相較於經濟成長,經濟發展是一個長期性結構的概念。故經濟發 展不應與環境保護或社會公平產生衝突─因為人類福祉的促進,不僅 包含了經濟的改善及失業的減少,更包含了環境保護及不平等的消 除。可以說經濟發展本質上已具有著永續發展的精神。 福祉的促進會提升人們的幸福感,直至今日,研究幸福已是全 球性的活動,並在醫學、心理學、哲學、人類學或經濟學上得到許多 成果。福祉作為經濟發展最高目標,其涵蓋了幸福感等概念,故應先 設法改善生活滿意度,進而提高幸福感,最後成就福祉,是一種由內 而外的過程。政府政策之制定應以此為發展目標藍本,藉由民眾幸福 感之提高,落實福祉之增進。
This course mainly applies qualitative analysis methods of economics to explore issues on development faced by countries around the globe based on theories and policies of development. Students are required to complete group reports in order to be familiar with academic writings, analyzing, understanding, and further propose rather robust and specific suggestions on country development. To achieve the mentioned purposes and construct complete understanding on happiness economics, the instructor will have discussion issues on unemployment, income distribution, economic growth and environmental sustainability. Additional databases and quantitative models will also be introduced to enhance the ability on data collecting, processing, analyzing and interpreting from multi-disciplinary aspects.
