課程概述 Course Description

本課程內容結合衛生政策的理論與實務,課程依照政策形成過程的六大階段設計:問題認定、議題設定、政策規劃、政策合法化、政策執行、政策評估。本課程應用多元的教學方式,包括案例研討與政策辯論,課程前四週將介紹政策過程理論及健康保險制度的基本架構,後續邀請八位衛生政策各領域的專家分別授課,預期藉由衛生政策的實務經驗分享,與公共政策理論模型加以對照,達成全面性的學習。
The theme of this course combined the theory of public policy and case study of National Health Insurance policy. Classes are designed in the order of policy process including six stages: problem identification, agenda setting, policy formulation, policy legalization, policy implementing, and policy evaluation. This class will be conducted in two parts: the first part is a lecture focus on the theory of public policy and the second part is a class discussion on case study of important health policies.
