課程概述 Course Description

本課程由供需兩面向為主軸, 由微觀與巨觀角度探究滿足需求的長期照護服務傳遞與發展。首先就本課程在老年學領域研究中做學科定位,並就其開設之理由及必要性加以探討。在課程規劃上,分長期照護意涵與需求發展、長期照護政策制度與服務傳遞、長期照護體系經營管理與成效三個階段進行。期望透過對長期照護觀念的建立以及長期照護體系的介紹,建立學生全人照護的正確觀念與長照體系發展之知識基礎。 在人口老化長期照護需求增加之趨勢下,本課程針對我國長期照護各層面,講授內容包括服務供給面、需求面,長期照護政策與管理機制等議題的知識建立與討論評析,並藉由文獻導讀學習當今重要長期照護研究議題與切入重點,俾便學生在未來長期照護體系的政策發展、服務傳遞與經營管理上有正確觀念、創新思維與技能並增加相關議題的研究能量。同時加強有相關研究志趣或服務熱誠的學生對老年照護與長期照護體系所面臨的產業環境與挑戰,配合各層級機構之內部管理及外部適應,學習彈性因應與改善之道。 除此之外,本課程亦期望學生從先進國家經驗中做學習,並結合政策與管理的角度看長期照護體系發展、服務提供與利用以及品質監測等議題,以前瞻性的角度策略未來。
Approaching from demand and supply side, the course of long-term care policy and management helps to build knowledge base for students to understand the policy, service delivery and management issues in aged care and long-term care system. Firstly, the importance and definition of long-term care as well as its structure will be introduced and linkage with other disciplines in public health. For the course design on the need side, the need assessment, the importance of customers’ choices, the informal caregiving resources and trends will be focused and the concepts of person-centered and holistic care emphasized. On the supply side, the policy, legislation and service delivery both from financial and non-financial aspects will be explored. Then the emphases of managerial concepts and skills in terms of service integration, quality of care of long-term care agencies and finally the strategic planning of long-term care in the future will be discussed.

  • 政策環境-了解政策、法規與市場環境的結構與競爭性,對長照供需的互動和影響。
