課程概述 Course Description

公共經濟學(二)討論公共支出 (Economics of Public Expenditure) ,也是公共資源分配 (Resource Allocation) 及預算管理 (Budget Management) 的主要範疇。課程設計分為兩大部分,第一部份討論公共支出理論及制度。其中福利經濟學有關全面均衡與 (General Equilibrium) 市場最適性 (Pareto Optimality) 的兩大定理引伸出只有在公共財、外部性,及市場機能失衡的情況下,才有公共部門干預及公共支出的正當性。其中公共財與私有財的特徵區隔,及在公共財供給如何保持最適性,來處理搭乘便車的困境是重要議題。其次外在性的存在,不論正面或負面,均造成社會資源分配最適性的偏離,有公私兩種處理方式。前者以寇斯定理為中心,強調財產權歸屬確定之後,因外在性造成的市場無效率,可以由私人談判解決。後者指政府藉由公權力介入及管制規則設立,來達到相同的目標。但是公共財供給及外在性調整都牽涉政府運作、公民選擇及政治經濟學的相關機制,這些也都是公共支出理論與制度上的重要議題。 第二部分討論公共支出的主要項目及機制設置,包括醫療照顧、健康保險、社會福利、社會安全、及抒困脫貧的工作激勵方案。其中牽涉到資訊不對稱 (Information Asymmetry) 、道德風險 (Moral Hazard)、逆選擇 (Inverse Selection) 、及反淘汰的扭曲市場機制的現象,更是公共支出政策實施上的成敗關鍵。而代表上述支出項目的相關設計,譬如全民健保、濟貧的社會救濟、失業保險、老年福利及目前各國都積極規劃的透過負所得稅來激勵工作意願的脫貧方案,都是重要議題。最後由於中央與地方的財政分權制度設計,中央對地方補助的相關機制,也是值得探討的重要議題。
