課程概述 Course Description
本課程著重於引導修課學生形成政策分析架構，瞭解衛生政策如何在全球、國家或是地區層次變遷。提供理論概念與實例，協助理解及分析權力與衛生政策之間的關係，以與學生分享及增添公共衛生專業論文有趣的研究與社會關懷的面向，或是引發衛生政策改革的策略。課程將從政策制定的階段性過程切入，瞭解什麼是衛生政策、權力與衛生政策之間的關係、從政府組織到非政府組織參與政策制定的過程與成敗的要素、政策執行模式、國際衛生政策制定過程與國內衛生政策的關係。在衛生政策分析方面，強調對政策的政治過程、政策價值、以及政策執行策略之分析，以補經濟分析之不足。課程學習目標 Course Objectives
希望修完此課程同學，有能力1. 瞭解公共政策的形成，以及政策分析的模型與方法。
2. 透過二代健保政策規劃歷程之分析，應用公共政策形成的理論架構。
3. 認識全民健保及食品安全兩項重要的衛生政策，並以該政策為例，進行政策制訂與評估。
